Motion Picture - Photo Motion is an easy-to-use app that lets you add a graph motion effect to your photos. With this, you can create beautiful, moving images in just a few minutes.

In both cases, you will need to select a particular area of the image to be able to give the desired effect. Once you've done that, you will be able to add the effect and choose a direction for the motion blur. You will also be able to add a background, which will help you create a more immersive video.
